Mayor Osmeña said that Commission on Human Rights chairmanship should be an ‘elected position’ so the people would be given a chance to choose the people that they wanted to protect their rights. “That there is public support for Congress’ decision to award CHR with a budget that fits a single paper bill is a clear indicator that there is a loss of trust and confidence in CHR’s leadership. It’s chairman should resign.” Osmena said. “But he doesn’t have to. And that’s the problem. The other problem is if he does resign, who should replace him?” he added. “The people should be given the CHOICE on who protects their rights. That way, if they’re not happy with the way CHR is being run (as is so obvious today), they can change its leadership every 3 or 6 years.” he said. “Then Congress will have no choice but to respect the will of the people and give the budget a well-managed and publicly accepted CHR needs to function.” he added. “This way, we will have real checks and balances and not the political circus we see today where one party is using an entire government entity against another and vice versa.” he said.
